Getting a dip means:
dipping your brush into the paint then tapping it alternately against the sides of the kettle, ensuring you have an even coating of paint.
Laying on is:
when you apply the paint to the surface, ensuring the area is covered.
Laying off is:
done at the end of the paint process to remove heavy brush/roller marks and ensures there are no misses or runs, and that the paint has even coverage.
